Feature or enhancement

Proposal:

Add the same attributes to tomllib.TOMLDecodeError that json.JSONDecodeError also has, namely: msg, doc, pos, lineno, colno. This will help user facing apps show customized errors to users.

This draft PR in Tomli shows the proposed changes.
