Add option to quit pdb without prompt (like pre-3.14 behavior) #143824

Proposal:
#124704 introduced a prompt when you attempt to quit pdb (ctrl+d). This is fine, but there is no option to allow the original behavior for people that find this inconvenient.
A simple .pdbrc option would be fine.
