Add static_exceptions list to factorize code between
_PyExc_InitTypes() and _PyBuiltins_AddExceptions().
_PyExc_InitTypes() does nothing if it's not the main interpreter.
Sort exceptions in Lib/test/exception_hierarchy.txt.
