As for brother's POV: Forbidden has shifting POVs, but I think that the sister gets more protagonism; Beautiful Kate, Pin, The Hotel New Hampshire, Ancient Tillage, The Blue Bedspread are all told completely from the brother's perspective ; Frankenstein is from the brother/cousin POV, but it's not focused on the incest nor does he agonises over the guilt of loving his sister; The Maias is told in third person, but has the brother as the main character, Family of Origin, The Dreamers and The Cement Garden are also in third person, but focus equally on the brother and sister.
Some other books from the brother's POV that doesn't have canon incest, but the brother certainly looks too much at the sister: The Book of Daniel, Me and You.
I bolded the titles which I like the most. And I'm probably forgetting some. This request made the think that the majority of the incest novels that have a romantic focus are centred on the sister (Flowers in Attic, Under the Pendulum Sun, Wasteland, Love's Forbidden Flower, A Spell of Winter, Relations - to name a few). It's their feelings that are explored on the pages, now they feel in regards of their brother.
Of the titles I selected as brother-focused, only Forbidden and Beautiful Kate I would consider a romantic book, but Forbidden is on shaky ground, because it's double-POV so it's not really brother-focused. Pin is a horror novel, The Hotel New Hampshire I would consider a comedy, The Blue Bedspread, The Maias, Ancient Tillage are societal critiques that use incest to get their point across (similarly as The God of Small Things).
Those romance driven books are also all authored by women. The only romantic incest titles that I can think off that were written by a man are Beautiful Kate and The Dreamers. This little exercise made me want to re-compile my list, making notes on the narrator and the author.
Another thing I'll note is that those books were selected from what I have read. It's possible there was a bias on my past, as I do tend to prefer books written by women, about women. There are many incest books to be read, so of course I prioritise the titles that appeal the most to me.
