Toga’s fight with Curious and trauma from watching Twice’s death changed the nature of her goals to become more selfish and villainous. Toga’s prior goal of creating a world that’s easier to live in (that accepts her version of love) didn’t require the destruction of everything she didn’t love.

Her fight with Curious reinforced that most people would never accept her version of love (blood as admiration) even if Toga managed to disentangle the violence/lack of consent from the genuine desire for human connection in a way she could understand. Hawks killing Twice led Toga to the conclusion that she would inevitably be killed as a result of that lack of acceptance by the powers at be. This caused Toga’s goals to mostly align with Shigaraki’s goal of complete destruction. However, unlike Shigaraki, she still believed in a future and her own happiness, so she wanted to spare the many people whose traits she admired. On the other hand, that number shrank rapidly despite Toga’s tendency to fall in love easily because she began to start viewing herself as a villain.
